Year-End Commercial Build-Outs: Planning for a Q1 2027 Opening
If you want to open a new commercial location in the first quarter of 2027, you need to start planning now. A typical commercial build-out in South Florida takes 18 to 38 weeks from lease signing to Certificate of Occupancy, and that range assumes no major setbacks. Projects that hit the front end of that range have one thing in common: the owner started design, permitting, and GC engagement early. The ones that miss Q1 openings are almost always projects that started planning after the holidays.
Why Q1 Openings Require Year-End Action
The math is straightforward. Working backward from a January 15 or February 1 target opening in 2027:
- Final inspections and Certificate of Occupancy: 1-2 weeks before opening
- Construction completion: mid to late December 2026
- Construction start: August-September 2026 (for a 10-16 week construction phase)
- Permit issuance: July-August 2026
- Building department submittal: April-May 2026 (for a 6-10 week review cycle)
- Construction documents complete: March-April 2026
- Design and programming: January-March 2026
You are reading this in mid-2026. For a standard office or retail build-out, you are right at the edge of a viable Q1 2027 timeline. For a restaurant, medical office, or complex retail build-out requiring specialty reviews, you are behind and need to move immediately.
Step 1: Finalize the Space and Sign the Lease
If you have not selected a space and signed a lease, that is step one. Everything downstream depends on having a confirmed space with a lease that includes the right TI allowance and an adequate improvement period. Work with a tenant-rep broker who knows the Palm Beach or Broward County market and can move quickly.
Before you sign, get a preliminary construction budget from a local GC who can walk the space with you. Step 2: Hire Your Architect and Start Design Immediately
Once the lease is signed, engage your architect and begin the programming phase. Define exactly what you need: number of rooms, functions, adjacency requirements, equipment locations, branding elements. The more completely you can define your program at the start of design, the fewer changes you will make during construction documents – and change-driven redesigns are one of the main reasons projects miss target permit dates.
For a standard commercial build-out, expect 4-8 weeks from program kickoff to completed permit drawings. Complex projects (medical, restaurant, multi-story) take longer. Ask your architect for a design schedule with specific milestone dates and hold them to it.
Step 3: Engage Your GC in Pre-Construction
The GC does not start when permits are issued – or should not, if you want a Q1 opening. Engage your GC during the design phase so they can:
- Review drawings for constructability and flag issues before they are locked into the permit set
- Provide updated cost estimates as the design develops
- Begin subcontractor outreach and pre-qualify trades for your project
- Coordinate the permit submittal with your architect to ensure a complete first-cycle submission
- Line up long-lead materials (HVAC equipment, impact windows, specialty doors) before permits are issued
Pre-construction involvement costs nothing in most cases and saves weeks. A GC who is not engaged until permit issuance has a learning curve on your project that costs time you do not have for a Q1 opening.
Step 4: Submit Permits and Start Long-Lead Procurement
As soon as construction documents are complete, submit the permit application. In Palm Beach County municipalities – Boynton Beach, Boca Raton, Delray Beach, West Palm Beach – first-cycle reviews typically take 4-8 weeks. You can and should begin long-lead material procurement during this review period. HVAC equipment, impact-rated glazing, specialty doors, and some electrical gear have lead times of 6-16 weeks. Waiting for permit approval to order these items delays your construction completion by exactly that lead time.
Step 5: Build With a Clear Schedule and Daily Accountability
Once permits are issued, a realistic construction schedule with milestone dates and a float buffer is your roadmap. Weekly owner updates, daily field logs, and proactive subcontractor coordination are what keep projects on schedule. Projects that run without structured schedule accountability drift – slowly at first, then significantly as the schedule compresses in the final weeks.
